There are 2 main meanings:

  1. leads to ~
  2. conclusion; to arrive at (e.g. a decision); to reach (a stage); to attain

This road leads to the park.

このびょうきはしゅじゅつにいたらず、くすりだけでなおった。
kono byouki wa shujutsu ni itarazu, kusuri dake de naotta.
This disease is not to the point of surgery, one can get better just by taking medicine.

じゅくにもかよってっていっしょうけんめいべんきょうしたが、けっきょくごうかくにいたらなかった。
juku ni mo kayotte isshoukenmei benkyou shita ga, kekkyoku goukaku ni itaranakatta.

nando ka settoku o kokoromita ga, kare wa kekkyoku, gakkou o taishoku shi kuni e kaeru ni itatta.
After several attempts to persuade him, he eventually retired from school and returned to his country.
