Learn Japanese grammar: 【うちにはいらない】(uchi ni hairanai). Meaning: not really; can’t be regarded as ~.

This is used to say that something is not enough to think that it falls within a certain range. It is similar to 「~だとは言えない」”I can’t say ~”

It may also be used as うちには入らない (uchi niwa hairanai).
