Learn Japanese grammar: 【としたことが】(toshita koto ga). Meaning: of all people, who would have thought? This is used to express the surprise of the speaker toward the (bad) behavior of someone.

When used with 私 (watashi) “I”, the meaning is similar to “who could have thought I/someone like me/someone of my standing/someone of my position (would do such a thing)”.
