You must not drink alcohol if you are under 20 years of age. (Japan's legal age)

きんえんというのはタバコをすってはいけないということです。
kinen toiu nowa tabako wo suttewa ikenai toiu koto desu.
The word "kinen" means no smoking is allowed.
