Learn Japanese grammar: (uto~uto) / (uga~uga). Meaning: whether/even if [A] or [B].

This grammar pattern uses a double repetition of うと~うと (uto~uto) or うが~うが (uga~uga). All of the example sentences highlight this grammar point in red so it is easier to see.

shinpin de arou to, chuuko de arou to, sonna kata no furui pasokon wa kau beki de wa nai to omoimasu.
Whether that is a new or used, I don't think you should buy such and old model..

魚でも肉でも
ore wa sakana darou ga niku darou ga, nandemo taberu.
Whether it be fish or meat, I'll eat anything.

雨が降っても雪が降っても
ame ga furou to yuki ga furou to ashita no ibento ni wa kanarazu iku yo.
Come rain or snow, I'm definitely going to tomorrow's event!

時間があってもなくても
mainichi, jikan ga arou to nakarou to, renraku dake ha irete kudasai.
